Our work is grounded in trusted collaboration with governments, global institutions, civil society organizations, academic centers, and private sector. These partnerships enhance our impact and help shape stronger, more legally empowered health systems worldwide. We work across sectors and regions to strengthen legal preparedness; improve health governance; and support effective, equitable health systems. We combine legal and strategic policy expertise, helping to drive multisectoral coalitions and building country-level capacity through practical tools like legal mapping.

Each project reflects our commitment to strategic, collaborative solutions that drive system-wide impact.

Established in September 2025, the AMR Strategic Coalition (ASC) brings together leading U.S. experts across One Health sectors to build stakeholder consensus, amplify voices, and deliver policy solutions to combat antimicrobial resistance (AMR).

Ana Ayala, GHLS’s Founder and Principal , serves as Chief of International and Legal Affairs and is member of the Board of Directors.

As members of the Board and Executive Advisory Council, we help guide the ASC’s strategic direction and bring together cross-sector partners to advance evidence-based, holistic AMR policy in the United States and globally. In these roles, we provide specialized expertise in international and legal matters, including legal preparedness.

Featured Project

Perspectives from the ASC for the World Health Organization (WHO) 2026 Global Action Plan on AMR (GAP), representing unanimous consensus of U.S. stakeholders from across disciplines and One Health sectors. The report calls for legal preparedness as a key priority for effective global action on AMR.

Presented to WHO in December 2025.

Established in 2021 under the Global Health Security Agenda, the Legal Preparedness Action Package is the first global, multisectoral initiative dedicated to advancing legal preparedness for effective health emergency response.

In partnership with the O’Neill Institute for National and Global Health Law, we design and lead on strategic planning, advocacy efforts, guidance tools, and partner engagement to drive meaningful impact.
